Summary

Rwanda does not offer a conventional "Golden Visa" program. Instead, under Law N° 006/2021 on Investment Promotion and Facilitation (the "Investment Code"), it provides a structured investment residency framework integrated with East African Community (EAC) regulations to promote long-term stability and economic growth for global promoters.

1. Investment Residence Permits & Filing Requirements

Residency permits facilitate long-term stays for foreign nationals actively contributing to economic development, split into sector-specific subclasses and two primary categories:

  • Business Investor Permit: Issued to foreigners who obtain an Investment Certificate from the Rwanda Development Board (RDB). There is no statutory minimum capital threshold required to register a project or receive a base RDB Investment Certificate. However, maintaining a verified investment capital of at least USD 250,000 fast-tracks immigration by automatically unlocking a quota of three (3) foreign employee work permits exempt from local labor market skills tests.

  • Business Entrepreneur Permit: Tailored for foreigners who own operational enterprises in Rwanda but do not meet the primary capital thresholds of the core Investment Code.

  • Filing Checklist: Dossiers require an Official Application Letter, Detailed CV, RDB Company Registration Certificate, RDB Investment Certificate (for the Investor Permit), a Police Clearance Certificate from the preceding six months, and a statutory application fee of 150,000 Frw.

2. Corporate Investment Incentives

While Rwanda’s standard corporate income tax (CIT) rate is 28%, certified investors can unlock time-bound tax holidays or conditional lifetime preferential rates subject to a 5-year RDB certificate renewal cycle and annual audits.

Fiscal Preferential Rates

  • 0% CIT Rate (Regional & International Headquarters): Available to companies establishing pan-African headquarters. Entities must satisfy annual economic substance rules: invest   > USD 10,000,000 in local assets, route >  USD 5,000,000 in international financial transactions annually through licensed local commercial banks, maintain a local operational spend  > USD 2,000,000 per year, and provide documented employment/professional training to Rwandan nationals.

  • 3% CIT Rate (Kigali International Financial Centre - KIFC): Applies to KIFC-registered entities facilitating regional cross-border investment. This encompasses Pure Holding Companies (holding local assets > USD 1,000,000, spending > USD 15,000 locally per year, and maintaining > 30% Rwandan professional staff), Collective Investment Schemes (CIS), Special Purpose Vehicles (SPVs), and licensed Intellectual Property (IP) companies.

  • 15% CIT Rate (Priority Sectors & Exporters): Automatically granted to strategic sectors (including Energy, Mass Transport, Affordable Housing, ICT, Financial Services, Infrastructure, E-Mobility, and Agro-processing) and Export Engines that export at least 50% of their manufactured goods or services outside the EAC region.


Tax Holidays & Asset Incentives

  • CIT Holidays: A 7-year holiday is granted to projects investing at least USD 50,000,000 in manufacturing, energy, tourism, health, or ICT. A 5-year holiday is available to newly licensed microfinance institutions.

  • Withholding Tax (WHT) & Capital Gains: 0% WHT applies to dividends, interest, and royalties paid by KIFC-compliant holding companies/SPVs, and a reduced 5% WHT applies to securities listed on the Rwanda Stock Exchange (RSE). Registered investors enjoy a 100% Capital Gains Tax exemption on share transfers or restructurings.

  • Customs & VAT Deferrals: 0% import duty applies to machinery, specialized equipment, and raw materials. Companies exporting > 80% outside the EAC enjoy duty-free input imports via Export Processing Zone (EPZ) Status. Structural VAT deferrals or exemptions protect cash flow on imported heavy machinery.

  • Depreciation & Property Tax: Investors receive a 50% accelerated depreciation write-off on new tangible operational assets in their first year. Under Law No 048/2023, operational industrial structures enjoy a concessionary property tax of 0.1% of market value, while SEZ and industrial park developers receive a strict 5-year property tax exemption.


3. Legal Guarantees & Lifecycle Compliance

  • Operational Guarantees: Investors are legally guaranteed 100% foreign ownership with zero mandatory local partner rules, unconditional and unrestricted repatriation of capital and profits, and an automatic initial quota of executive/technical work permits. Registration is completely digitized via the RDB One-Stop Centre within 24 hours, consolidating immigration, tax (RRA), environmental (REMA), and utility licensing.

  • Regulatory Compliance Lifecycle: RDB Investment Certificates have an initial duration of five (5) years. To renew certificates and maintain preferential tax regimes, investors must submit an updated operational plan every five years. Renewal evaluations audit actualized economic substance, the fulfillment of projected capital investments, and local human capital contributions. Preferential rates are also subject to annual audit reviews by the Rwanda Revenue Authority (RRA).
