Formal requirements:

The closest available route is residence by investment under the Dominican immigration framework, administered primarily by the Dirección General de Migración (DGM). In practice, applicants must first apply abroad for a Residence Visa (RS) through the Ministry of Foreign Affairs or the corresponding Dominican consulate, submitting the required consular documentation prior to entering the country. Once issued, the RS is valid for 60 days and one entry. The applicant must then travel to the Dominican Republic and appear before DGM to complete the residence process, including the local filing, the required medical examination and the administrative steps for the issuance of the residence card.

For investor residence, DGM classifies this category as permanent residence for foreign investors entering the Dominican Republic for investment purposes. The minimum qualifying investment is US$200,000, or its equivalent, supported by a foreign investment certificate issued by the competent Dominican authority, including ProDominicana/CEI-RD or the National Council of Free Zones, where applicable. According to DGM, the first permanent residence card is valid for one year and may thereafter be renewed for four-year periods.

General requirements include:

  • Valid passport.

  • Residence Visa (RS).

  • Birth certificate.

  • Police clearance or certificate of no criminal record.

  • Evidence of the qualifying investment.

  • Medical examination.

  • Photographs.

  • Guarantee policy.

  • Legalised/apostilled documents with Spanish translations by a judicial interpreter where applicable.

Dominican nationality is not granted automatically and should be assessed as a separate legal process. Investors who obtain residence status in the Dominican Republic may become eligible to apply for naturalisation in the future, subject to compliance with the applicable residency periods and other legal requirements in force at the time of application.

Eligibility for citizenship depends on several factors, including the applicant’s immigration history, continued compliance with Dominican law, and the discretion of the competent authorities.

Other investment opportunities [Brief overview]:

Other residence categories may also be relevant depending on the applicant’s profile, source of income and business objectives. These include residence as a rentier, for applicants with permanent foreign-source income of at least US$2,000 per month, and residence as a pensioner or retiree, generally requiring foreign pension income of at least US$1,500 per month, plus US$250 per dependent. DGM also provides a residence-by-investment route for foreign managerial or technical personnel of foreign companies, which may be relevant where a foreign investor, corporate group or multinational business seeks to relocate key personnel to the Dominican Republic.

Although these routes do not constitute citizenship-by-investment programmes, they may support broader investment, relocation and market-entry strategies. Related legal work may include corporate structuring, foreign investment registration, tax planning, real estate due diligence, free zone or tourism projects, labour matters, regulatory permits, financing, M&A, succession and estate planning.
