Formal requirements

Foreign investors have the opportunity to obtain a permanent residence permit in Russia (the “Golden Visa” program). The investor’s family members are also eligible for getting a permanent residence permit.

According to Resolution of the Russian Government No. 2573 dated December 31, 2022, foreign investors applying for the Golden Visa must meet one of the following criteria:

  • The investor has invested 15 million RUB in socially significant projects in Russian regions within three years

  • The investor has registered a commercial legal entity in Russia and has been the sole owner or participant of such entity, and such entity has operated for two years and paid taxes and insurance contributions for 4 million RUB annually

  • The investor has invested 30 million RUB in a Russian commercial legal entity that has operated for three years and paid taxes and insurance contributions for 6 million RUB annually

  • The investor has invested in a real estate object under construction or within two years after the commissioning of the real estate object, and such object has the cadastral value of 50 million RUB in Moscow, 20 million RUB in the Far East Russian regions, or 25 million RUB in other Russian regions.

Upon obtaining a residence permit, the investor must stay in Russia for six months each year and submit annual notifications confirming residence.

Other investment opportunities

Under the so-called “Shared Value Visa” initiative introduced by Decree of the Russian President No. 702 dated August 19, 2024, the citizens of certain countries may apply for a temporary residence permit in Russia on the ground that they do not accept the policies implemented by their countries that contradict Russian traditional spiritual and moral values. Such permit is issued without proof of Russian language proficiency, the Russian history and legislation basics knowledge and regardless of the quota approved by the Russian Government.

By Resolution No. 2560-r dated September 17, 2024, the Russian Government approved the list of 47 countries and territories, the citizens of which are eligible for the Shared Value Visa, such as the EU countries, the United Kingdom, the United States of America and Canada.

A temporary residence permit is issued for three years and allows to reside and work only in the Russian region where the permit was issued. Persons that obtained temporary residence permits must stay in Russia for six months each year and submit annual notifications confirming residence. They may apply for a permanent residence permit no later than four months prior to the expiration of the temporary residence permit.
