Isaac is a senior Legal Consultant and procurement specialist for Shield Associates. He leads teams working on business transactions structuring, buy & sell due diligence, debt and equity commitments, share and asset purchase agreements, investment and shareholders agreements, joint venture agreements, financing, service level agreements and other inter-company arrangements, and other expert services including negotiating and drafting public private partnership transactions and complex contract agreements for local and international clients. With over 20 years of experience in procurement of goods, complex works and services, Mr. Ndahiro is an expert in projects appraisal and management, and provides solutions for clients on how to make strategic decisions to mitigate risk in order to achieve success in implementing their projects. He served for several years as the regional advisor for procurement reforms among 19 member States of the Common Market for East and Southern Africa (COMESA), where he structured and managed public private partnerships, policies & institutional reforms and conducting and engaging with high level policy and strategic decision makers to support successful implementation of partnerships and collaborative projects.

Before joining Shield Associates, Mr. Ndahiro worked for the United Nations (UN) where he helped to develop structures and procedures to maintain the flow of logistics for UN peacekeeping operations and developing global contracts for cash based interventions for the UNHCR operations. Mr. Ndahiro is uniquely talented with multidisciplinary skills combining law, economics and finance with high analytical and technical skills. Mr. Ndahiro obtained his Bachelors' degree major in Political Science and Public Administration at Makerere University in Uganda, a Master of Science degree in Public Economic Management and Finance from the University of Birmingham in the UK, a Bachelor of Laws (LLB) degree from Cavendish University in Zambia and a Master of Science degree in Supply chain management, Logistics and Procurement from the University of Salford in Manchester.
