Flannery Gallagher is an associate in Rosenberg Martin Greenberg’s Litigation department, where she represents clients of all sizes throughout complex, high-stakes commercial disputes. She conducts internal investigations and handles federal and state criminal and civil matters—from pre-charge investigation and motions practice through trial, appeal, and post-conviction proceedings.

Prior to joining RMG, Flannery practiced in the litigation and white-collar groups of an international firm in its Washington, D.C. office and served as a legal fellow at a criminal justice reform organization. During that time, the firm seconded her as a pro bono staff attorney to a family-law nonprofit, where she represented low-income clients in contested custody matters before the D.C. Superior Court. She served as trial counsel for three trials for third-party caregivers or as court-appointed guardian ad litem and secured favorable outcomes for her clients and their families.

While earning her joint J.D./M.P.H., Flannery worked for the Federal Public Defender for the District of Maryland and in the Civil Rights Division of the U.S. Department of Justice. She also worked on a federal criminal trial for an indigent client.

Flannery is an active member of the Baltimore community and is dedicated to improving and championing her hometown in every way. She is passionate about criminal legal reform and second chances.
