Rasem Kamal is a senior international lawyer with over two decades of experience advising governments, corporations, and international organizations across the Middle East. He specializes in government contracting, corporate structuring and international dispute resolution, with a particular focus on Saudi Arabia and the wider GCC region. He has advised and represented clients in complex commercial, and investment disputes, with a particular emphasis on high-stakes cases. His expertise and contributions to the field have led to his appointment as a member of the ICC International Court of Arbitration for the 2024-2027 term, reinforcing his role as a leading arbitration practitioner in the region. In Saudi Arabia, Rasem advises international and regional clients on contractual arrangements with governmental entities, public procurement, project finance, and PPP frameworks, working alongside Saudi counsel on local regulatory and compliance matters. He has extensive experience navigating the intersection between legal, regulatory, and commercial dynamics in infrastructure and development projects. He has also provided expert legal opinions in international disputes and advised on the enforcement of foreign arbitral awards in multiple jurisdictions. His work in Saudi Arabia includes advising international corporations on commercial disputes and infrastructure projects, with extensive experience handling government-contractual matters. His involvement in high-profile regional transactions and disputes has given him deep insight into the Saudi legal framework and dispute resolution landscape. He has also recently established a Syria advisory practice following time spent on the ground in Damascus. Rasem’s credentials in public sector engagement are underscored by his long-standing work with national governments and international institutions. He has led legal reform and justice sector projects with the U.S. Government, the EU, the World Bank, and others—designing and implementing multi-million dollar programs addressing corporate governance, public procurement, access to justice, and regulatory strengthening. In 2025, Rasem was assigned by the Government of Palestine to lead two landmark national projects: 1) the drafting of the Public-Private Partnerships Law, and 2) the legal framework for the country's first-ever issuance of sovereign bonds. He is also the co-author of the Palestinian Companies Law of 2021, which governs all corporate activities in the jurisdiction.
